【第1994回】 コスタリカに学んだ方が良い（2026年1月11-12日）

• Epidemiologyの講義資料づくりに手間がかかっていて終わらない。というわけで、日曜もその続き。
• 日本国憲法の9条は「日本国民は、正義と秩序を基調とする国際平和を誠実に希求し、国権の発動たる戦争と、武力による威嚇又は武力の行使は、国際紛争を解決する手段としては、永久にこれを放棄する。」（英語では、"Aspiring sincerely to an international peace based on justice and order, the Japanese people forever renounce war as a sovereign right of the nation and the threat or use of force as means of settling international disputes. In order to accomplish the aim of the preceding paragraph, land, sea, and air forces, as well as other war potential, will never be maintained. The right of belligerency of the state will not be recognized."）と、デリケートな書き方になっていて、自衛隊とそのための軍備が違憲なのか合憲なのかという議論が生じる余地がある。防衛装備庁という組織までできてしまい、毎年9兆円前後の予算が使われている。コスタリカの憲法12条は、"The Army as a permanent institution is proscribed. For the vigilance and conservation of the public order, there will be the necessary forces of police. Military forces may only be organized by a continental agreement or for the national defense; one and the other will always be subordinate to the civil power: they may not deliberate, or make manifestations or declarations in an individual or collective form."となっていて、1文目で明確に「永続的な制度としての軍隊は禁止する」と誤解の余地がない。2文目で警察力の保持、3文目でアメリカ大陸の合意によってのみ組織される臨時の軍事力には触れているが。（CIAの資料ではGDPの0.6%程度の軍事支出があることになっているが、世銀の統計では0%になっているのは、たぶん何を軍事支出とみなすかという定義の違いによるのだろう）。前掲CIAの資料では、日本の軍事支出はGDPの2%に達する見込みで世界3位の大きさと書かれているが、こんなに物価高で文教予算が乏しく、このままいくと医療費支出が大きくなって国民皆保険が危ういなどと言われている状況で、防衛予算だけ膨らませ続けるのは理解できない。もし日本国憲法9条がコスタリカの憲法12条と同様であったら、自衛隊は災害救援・復興隊となって、重機や救援装備は今よりも多く、戦闘機や戦闘ヘリや戦車やミサイルは保持できないような形で存在していたであろう。
• 夕方、兵庫駅のQBハウスで散髪し、元町のOne's Roastでコーヒー豆を買ってきたが、その後も講義資料づくりの続き。まったく新しい章で、"Advanced Topics"なので難しい内容だし、これをどれだけわかりやすく説明できるかと考えると、難航するのも仕方ないか。
• 月曜は祝日だが、Epidemiologyの講義資料づくりが終わらない。
• 夕方、三宮へ行って、スペースマーケットのミニマルワークブースから日本人口学会のオンライン理事会に参加し、続けて島村先生と夕食。相変わらず農家うたげ。は美味だった。
